The pagination helper displays an unpaginated list with page/0 URL

Description

When displaying a paginated list, for instance the list of popular questions, if I manually change the index in the URL to 0, it displays the full and unpaginated list of results: 

http://www.askeet.com/index/0

This is not intended and should be corrected
